The certificate of compliance issued by the executive director shall be subject to suspension or revocation at any time he or she receives satisfactory evidence that:

(1) The fire department is not maintaining sufficient personnel, equipment, or insurance required by Code Section 25-3-23 or the rules and regulations of the Georgia Firefighter Standards and Training Council pursuant to subsection (d) of Code Section 25-3-23; or

(2) The fire department is not serving the best interests of the citizens of its area of operations.
